It's powered by a pneumatic engine....there's really nothing new there. Compressed air has a very low energy density though...and that's it's main drawback. 300 liters of compressed air, (at 300 bar), has about the same energy as 1.4 liters of gasoline.
I'm sure the idea will work....compressed air engines have been around for well over a hundred years. It's just not going to be the green panacea the article hints at. It's operating cost, (and savings), assumes plentiful, and cheap electrical power. In some places, it will work fine. Here in the U.S.....not. It will be extremely underpowered, and you can forget about things like heaters, a/c, and power anything. Safety will be a big issue, since the body of the vehicle has to be made very light.
