hmm i see you stuff works quite different from ours. our gouv. can go ahead and make policy, parlement can make the gouv. crash or cancel laws.
your gouv. can say i want this, and your congress can make a law of it if tehy agree. but your president has power to stop laws the gouv. doesnt agree with, so practially that means that only laws that your gouv. agrees with pass. so that lawmaking power of your congress is quite limited. in a way your gouv/president has a controlling function over congress, while in holland, our coungress has a controlling function over the gouvernment.

Congress can overturn a Presidential Veto but yes- you are right.
The idea is that the separate branches balance one another- Stop one branch from having too much power. Sometimes this has downsides- too much arguing amongst each other- nothing gets done- too much work towards a similar agenda means a lack of checks to the power of the other branches. This means the three branches can act as one giant branch undermining the plan to slow the power of the government over the people (a danger with the current set up) Checks and Balances - American System of Checks and Balances

good, i was just wandering, mr.L.
faye, yea, i can see how that could possibly frustrate things.. then again, our system takes a little cooperation from all sides, if someone wants to frustrate things here and have enough parlement seats, they can just bring the whole thing down and force new elections. which is usually great i think, but sometimes a waste of time and money.
